LIYR Commercial Yacht Registration Malaysia | 2026 Guide

If you plan to register a yacht in Malaysia for commercial
charter, passenger use or recreational business operations, the
Langkawi International Yacht Registry (LIYR) may be a
suitable registration route.

LIYR allows eligible yachts to register under the Malaysian flag with
Langkawi as the port of registry. The registry includes

For commercial yacht owners, however, registration is only one part
of the process.

Depending on the yacht’s size, Gross Tonnage, passenger capacity and
intended operation, additional survey, safety and certification
requirements may apply.

What Is LIYR?

LIYR stands for Langkawi International Yacht
Registry.

A yacht registered under LIYR carries Malaysian nationality, with

A yacht used only for personal leisure would normally follow the
private registration route.

A yacht intended for activities such as:

For LIYR commercial yachts, the current operational guidance states
that commercial operation is limited to sport, pleasure or recreational

Yacht Carry More Than 12 Passengers?

Yes, but additional requirements apply.

Under the current LIYR operational guidance, a commercial registered
yacht has a default passenger limit of 12
passengers.

If the owner wants to carry more than 12 passengers, a
Passenger Certificate is required and the Commercial
Registry Certificate must be appropriately endorsed. (Marine Department

Does a
Commercial LIYR Yacht Need Survey or Class?

Not every yacht follows the same compliance pathway.

Malaysia introduced the Malaysia Yacht Code 2025,

For some yachts, survey, Recognized Organization involvement,
statutory certification or classification may form part of the
