Can Foreigners Register a Yacht under LIYR? A Guide for Overseas Owners

October 11, 2026
In this article

Foreign yacht owners can consider the Langkawi International Yacht Registry (LIYR), but the first question is who will legally own the yacht. An individual owner and a foreign company do not necessarily follow the same application route.

Individual ownership and company ownership

Jabatan Laut Malaysia’s published LIYR guidelines include yachts owned by Malaysian or non-Malaysian individuals, and yachts owned by local or foreign yacht entities registered under Act 630. The guidelines distinguish applications by individual owners from applications involving foreign entities. Foreign-entity applications require an agent approved by the Minister. Check the current approved-agent list and appointment requirements for your ownership category.

This is why an overseas passport alone is not a complete registration assessment. If the buyer is a company, identify the intended ownership structure first; incorporation and authorised-signatory records can be prepared for the later document review. If the buyer is an individual, make sure the purchaser’s name is consistent across the sale and registration documents.

Start with a non-sensitive LIYR enquiry

Start your LIYR enquiry with the yacht type/model and year, current flag, current location, intended private or commercial use, whether ownership is individual or company-held, and a reply contact. Please do not send passports, identity documents or complete sensitive files with your first enquiry. If supporting documents are needed later, we will agree a private way to exchange them.

Documents to prepare after your initial enquiry

  • Yacht make, model, year, dimensions and current location.
  • Available registry or licence records and the vessel’s identifying numbers.
  • Bill of Sale or proposed purchase documents showing the intended buyer.
  • Owner identification, or company and signatory records where applicable.
  • Available tonnage, builder and survey information.
  • Your intended private use or commercial operation.

This is a preparation list for an assessment, not a substitute for the Registrar’s case-specific requirements. Keep these records ready rather than attaching them to your first message. Summer Marine can identify which documents are needed and agree a private way to exchange them before a submission is planned.

Plan the existing flag before changing it

If the yacht is already registered elsewhere, coordinate the former registry’s release requirements with the proposed new registration. Keep the sale, deletion and delivery plan aligned so the yacht’s documents support its next voyage. A change of flag also needs to be considered alongside insurance and the rules of the places where the yacht will operate.

Three useful questions

Does foreign ownership mean automatic approval? No. Ownership eligibility is one part of the application; the yacht and supporting records still need review.

Is a foreign company treated the same as an individual? No. Ask which entity-registration and approved-agent route applies before preparing the application.

Does registration settle every operating requirement? Plan registration, port formalities and any commercial operation separately. Describe your intended use at the start.

Discuss your ownership route

Start with the non-sensitive yacht details above. You can use our contact page or email your LIYR enquiry using the suggested fields; supporting documents can follow later through an agreed private method.
